Subject:

Motion approving the Citizens Advisory Committee’s recommendations for the reprogramming of the unspent and unobligated Community Development Block Grant (CDBG) funds from CDBG Year 41 ending June 30, 2016. [All Wards]

Recommendation:

The Citizen’s Advisory Committee recommends approving the Motion.

Relationship to Goals:
Revitalized neighborhoods and corridors.
Background:

Each year, the Citizens Advisory Committee (CAC) recommends allocating the unspent and unobligated Community Development Block Grant (CDBG) funds from the prior fiscal year; as of 6-30-16 there remained $469,883 in CDBG funds.  Due to federal regulations limiting the amount of funding able to be allocated to specific categories of activities, no additional funds could be awarded in the Public Services category. The funds came from the following programs funded in Year 41:

  • UNI Summer Youth                                                   $000,634
  • UNI DREAM                                                               $    1,000
  • UNI DREAM Staff                                                       $    4,871
  • City Administration & Planning                                   $  34,272
  • City Housing Rehabilitation Staff & Supplies               $  40,620
  • Realigned Year 42 Administration & Planning             $  56,650
  • YR41 and earlier funds never contracted                    $331,836

 

According to the CAC’s approved reprogramming process, programs under contract for the current program year that were not fully funded during the initial allocation cycle could apply for reprogrammable funds. Subrecipients were notified of the reprogramming process via email and the following requests were received:

  • City Economic Development Fund                    $200,000
  • City Housing Rehabilitation Fund                      $269,883

 

At the December 5, 2016 CAC meeting the committee considered the reprogramming request. The Committee first voted to determine whether the requests received were eligible. The vote was that the requests were eligible. The CAC next voted to make the following recommendation:

  • City Economic Development Fund                    $200,000
  • City Housing Rehabilitation Fund                      $269,883

 

Following Council action, the current year’s Action Plan will be amended, with notice published in The Quad City Times and submission of the amendment to HUD.
