Recommendation:
Pass the Motion.
Background:

On March 27, 2019, Council adopted a Resolution that established a Task Force to recommend a final design for the next development phase at Main Street Landing.

 

The development site, informally known as Block S-1 (area located between Brady and Perry Streets between the CP Railroad tracks and the Mississippi River), has been called out by previous master plan documents to construct a Regional/Destination Scale Activity/Play area. Throughout the remainder of 2019 until the present, the Regional Activity Area Task Force (changed to "Destination Play Area Task Force" by its membership on 01/23/2020) has met to develop the desired site amenities and the procedure upon which a design consultant will be selected to undertake the preparation of a final design and construction documents in anticipation of a Spring 2022 groundbreaking.

 

On January 23, 2020, the Task Force approved a Motion to approve an RFQ that outlines the proposed consultant selection procedure in the form of a design competition.

 

The procedure is outlined as a two-step process.

 

  1. Phase One RFQ: An RFQ to solicit interest from qualified design firms capable of executing the proposed project scope. Upon receipt of these applications, members of the Task Force will reconvene to evaluate and score the submissions and a number of shortlist candidates will be selected for interview. Once interviews are completed a number of finalists will be invited to enter the next project phase.
  2. Phase II Design Competition: The finalist project teams will be issued a stipend and enter into a design competition to develop a conceptual plan for the project site based upon the parameters outlined in the RFQ and supplemented by a series of public input open house workshops. After an approximate 100 day duration, project teams will present their concepts to the public and the winning concept will advance into contract negotiations to prepare a biddable set of construction drawings of the winning concept.
