The City of Davenport is submitting an application to the Economic Development Administration for the design and construction of the WPCP & Compost Facility Flood Mitigation, Stormwater and Effluent Pumping System project. The total project is estimated at $12,460,035. The City is requesting $9,968,028 from EDA (80% of eligible cost that include preliminary/construction engineering services, construction and 5% contingency) and the City will provide 20% of the eligible cost; the total City share is estimated at $2,492,007.
The purpose of the project is to secure the southern perimeter of the Water Pollution Control Plant (WPCP) and Compost Facility by constructing an earthen berm system of approximately 4,600 feet in length to the height of three feet over a 500 year flood event. In addition, this project will install interior stormwater and effluent pumping systems that ensure the plant continues to operate efficiently and effectively during high water events from the Mississippi River.
