Background:
In September of 2019 the U.S. District Court for the Southern District of Iowa held that Iowa Code 723.4(2) was unconstitutional (that section codified disorderly conduct by loud and raucous noise in the vicinity of a residence or public building which causes unreasonable distress to the occupants thereof). This amendment addresses/resolves the issue upon which the court held the language unconstitutional. |
