Through the American Rescue Plan Act of 2021, the City of Davenport received a final allocation in the amount of $40,896,926. Over the last several months, the City has worked to obtain community input on priorities for these funds, along with policy direction from the City Council. After an extensive review of many submitted projects, the proposed resiliency plan synthesizes that feedback in a way that is expected to meet the related treasury guidance. Current treasury guidelines require that programs and projects must be tied to one of the below eligibility criteria and be spent by December 31, 2024 unless they are infrastructure projects:
- Respond to the public health emergency or its negative economic impacts to residents, businesses, and impacted industries;
- Compensate for revenue reductions due to COVID-19; or
- Support infrastructure projects related to water, sewer, or broadband.
The City's recommended resiliency portfolio categorizes projects under three primary pillars including dynamic destinations, strong foundations, and vibrant economic future. This portfolio will be considered adopted as a whole for the three-year term and will not require individual budget year approvals. |
