Background:
On January 15, 2021, a Request for Proposals was issued and sent to vendors. On February 12, 2021, the Purchasing Division opened and read sixteen (16) proposals. See attached bid tabulation.
As part of the adopted City Administrator's workplan and in alignment with the City's strategic initiatives for CY 2021, talent and organizational development has been identified as a strategic focus for the next two years.
An evaluation committee, consisting of four staff members, evaluated all proposals on the following criteria:
- Ability, experience, qualifications, expertise of personnel assigned to the City's account - 20%,
- Service provider's demonstrated proposal and expertise in performing the services required - 40%,
- Quality and thoroughness of proposal - 20%, and
- Proposed pricing - 20%.
The top five companies scoring over 80% were interviewed by the evaluation committee, and reference checks were conducted. Council previously approved a contract with a vendor in May 2021. After further review, that vendor was determined not to be a good fit for the needs of the organization. Additional review was conducted, and Paradyne Consulting Works, LLC was determined to be the vendor that could most comprehensively deliver talent development and training services to the City of Davenport.
This contract is for a 1 year term, and authorizes the city to sign an additional 1 year option, in an amount not to exceed $90,000 cumulatively. The funding will be distributed from each department.
