Background:
On September 23, 2021 an Invitation to Bid was issued and sent to contractors. On October 7, 2021 the Purchasing Division opened and read two responsive and responsible bids. See Bid Tab attached.
Langman Construction, Inc of Rock Island, Illinois submitted the lowest bid. They have performed this type of work for the City in the past successfully.
Based upon observed vehicular speeds and cut through traffic volumes, Public Works staff determined that East 31st Street and East 32nd Street between Eastern Avenue and Belle Avenue are candidates for a Pilot Traffic Calming Project.
If approved, the speed humps will be installed in the first half of November. This will allow staff to perform another speed/volume study to determine the impacts of the speed humps on cut through and speeding traffic. Public Works will then monitor snow and ice removal efficiency during the coming winter. Public Works will report back to the City Council the effectiveness and applicability of using speed humps in residential neighborhoods for future traffic calming projects.
Funding for this project is from CIP 72084675 530350 38014. These funds are made available from Local Option Sales Tax.
