Background:
On November 24, 2021 the City Council accepted the Mississippi River Flood Resiliency Plan which provides staff with a framework for both structural and nonstructural solutions up to river stage 22. Within the structural recommendations of the plan are a series of projects that are phased over time. Phase I largely represents improvements to existing infrastructure such as storm sewer or earthen berm systems. One such project is storm sewer improvements at the intersection of River Drive and Marquette Street. The proposed project will install future bypass storm sewer and backflow prevention to halt river water from backing up into the intersection near river stage 14.5.
HR Green, Inc is being recommended to perform the engineering work for this project. The total contract cost includes, but is not limited to, preliminary/final design, geotechnical testing, environmental testing, survey of surrounding structures inside and outside the project limits, and preparation of permit applications to relevant state/federal agencies along with conducting an interior hydrologic and hydraulic model to identify the optimal storm sewer improvements within this corridor.
