Background:
The Accounting Division is responsible for the accurate calculation of the Fair Labor Standards Act (FLSA) overtime rate for all non-exempt City employees. A unique rate is calculated for three employee groups: Fire, Police, and general population employees. Within the three groups, there are over 40 unique pay calculations. To perform the very complex calculation, Accounting currently utilizes a legacy application that was put in production environment in the late 1980s. In recent years, the legacy system has presented challenges for computing an accurate FLSA overtime rate. The application operates with outdated technology and lacks appropriate support and maintenance due to it being an antiquated software system. It has been determined by the Finance and Information Technology Departments that the application is no longer a sustainable long-term solution in computing the FLSA overtime rate.
Currently, the City utilizes Ultimate Kronos Group Ready (UKG Ready) as its main workforce management solution. The application is mostly used for its time tracking capabilities; however, the software also has many functionalities, including one that can perform the FLSA overtime rate calculation. The Accounting Department recommends transitioning the FLSA overtime rate calculation from the legacy system to the UKG Ready software due to staff's familiarity with UKG Ready. To have a successful and timely conversion, the Accounting Division would like to partner with information technology consulting firm Worldgate LLC, a partner of UKG, that specializes in consulting services that support IT demands for public sector agencies.
The total cost of the SOW and PCR is $119,200.
